Sony cyber-shot, freeze...?

Question

I tried to use the camera to take a pic tonight...maybe I didn't fully charge the battery, it freeze...and the lens still stuck out now...I'm trying to charge but it doesn't show it's charging at all...it's it the battery die or what???
