what do they mean by "Sorry, you must be Level 2 to rate"

U need 2 answer questions or get best answer 2 build up points and when uve got enuff points 2 b on level 2 than u can rate!

You need to answer more questions.  Then you will get more points...once you reach level 2 you can rate.  It's frustrating, I know.   It took me a couple weeks.  Good Luck
