  1. Promote backyard gardening. If everybody does it then gradually it will become self-sufficient.One can never tackle a huge problem without handling it in a smaller, practical basis.

  2. In the home economics level, I agree with backyard gardening, use of substitutes like Yam (sweet potato) and corn. On the macro level, the government transact only with sovereign entities in order to get lower prices and assurance of supply. The Philippine government may also use barter or countertrade. There is always something from them that other countries need.

Irrigation, farm to market roads and population control should also be practiced.

Most importantly, the people should learn to eat only what is available. Anything can happen with rice harvests anywhere due to pestilence, cyclones (like Burma's) and totally wipe out rice. People should learn how to live without it.

  3. Short-term - next years harvest is likely to be much better and will allieviate the situation.

Long-term people will either have to slow their breeding or face regular, hefty bouts of untimely dying...

  4. TEACH US TO EAT GRAVEL AND SAND..

  5. Enter into a 'free trade' agreement with the US and stop making it so hard for US producers to sell stuff in your country.

You put up trade barriers intended to protect your local farmers and are now facing a food shortage.
