South Africa World Cup 2010?

A year or so ago I heard that England was a back up for the 2010 world cup as SA are struggling to meet targets. Read the other day they are still quite behind with the planning.

Is there any chance of that, would be a kick up the **** for us english but wouldn't it be great?
