Would have thought it perhaps depends on what you propose to study . Both Netherlands and Scotland have a sound reputation for teaching a variety of subjects and  wide choiceof  subjects .The Scottish " Highers " ( School Leaving Cert Exam ) are out today so plenty of info about choices .
