Spains Five Fork rating for restaurants?

Can anyone tell me how the Fork restaurant rating system begin in Spain? Is it still used? I remember going to restaurants that had these fork plaques (1 to 5 forks, 5 being best) displayed while we were living in Spain.

It is a system for amount of service you will receive.   Kind of like Stars in the U.S.

No forks and you will get plastic utensils.

They stole the French star ratings.  The French use stars instead of forks.  LOL
