Spanish visa invitation?

I need help or information/websites on how or where to apply for Spanish visa for my brother inlaw who is Russian and living in Russia.

Is it better to send an invitation and all my personal details to the Spanish embassy in Russia or for him to apply for a tourist visa.

It is best for you to send your supporting documentation to your brother-in-law; he may then include the information in his visa application.
