Special brownies????? (by special brownies i mean made with love)

is it possible to make brownies in a toaster oven, instead of an ordinary oven?

No.... but if you get the No Pudge brownie mix you can make single servign brownies in the microwave

I wouldn't call the results brownies. Toaster ovens don't tend to get hot enough to bake the brownie mixture properly. You could pour a thin amount on a baking sheet and bake them that way to get them to be done throughout, but that is kind of a cookie instead of a brownie.
