Specs to repaint a fire-escape?

My condo has a 5 story iron fire-escape built in about 1926. It has peeling paint and is rusted. How should the specs be written for re-painting? What primer and paint should be specified?

  1. after wire brushing everything very well, or maybe renting a power washer, or using a wire brush in a battery hand held drill, I would get some safety red Rustoleum paint and apply with either a short 3-4" roller and frame, or a paint mitt. Pay extra attention to the step tread surface and the top handrail. Everything else is rather superficial. It's going to be a lot of work, I know that for sure


  2. Companies have come out with coatings that (supposedly) last a lifetime.   You should spec sandblasting to remove the old paint.  Having been there since 1926, they'll know how to deal with the lead paint.
