You're probably thinking of Peter Maxx.  He does paintings at several high profile sporting events like the Kentucky Derby.

The first answer is correct.  Pierre "Peb" Bellocq has been a cartoonist for the Daily Racing Form for over 40 years.  His work has been published in several books, most recently 40 Years of Peb.  He has also designed a number of murals, including one for the new Churchill Downs Grandstand (Derby-themed of course) and one celebrating 100 years of New York Racing at Belmont.  You can view his work at his website, http://www.pebsite.com/index.shtml
