  1. Guanajuato, Mexico.  I did this two years ago and had a really good time.  I lived with a family, the school was close and the weather was great.  A small city of about 80,000, you can walk almost anywhere in Guanajuato.  Some nice places to visit and a very colonial town.  There are several schools available that you can find on the internet.

  2. Yes, I agree, Guanajuato, Guanajuato is a beautiful little university town...with a lot to see and do.

Also, Antigua Guatemala is very nice. Latin America, including Mexico, is just overflowng with beautiful Spanish-education experiences...the main problem being is that there are just too many great choices!

Copan (Ruinas) Honduras is very cool, as well.
