Sputters & quits at proper RPM for engaging...

Mower sat for 5+ years - cleaned carb, replaced all fuel lines, fuel pump (diaphram toast), plug, fuel filter, air filter. Motor starts fine and runs beautiful at low RPM but sputters and dies at RPM needed to mow. Breather tube is cleaned and open. Throttle linkage appears OK and choke is working OK. When I hold the choke in the perfect ''position'', I am able to throttle it up all the way with no problem. The minute I let go of the choke it returns to its preset fully open position and dies. Could this be a governor problem? Thanks for the help...
