Spyware warning help?

I have a blue wallpaper on my desktop that says "Warning, spyware has been detected on your computer.

What is this, how do I get rid of it? Do i need to download anything..or restore my computer..if so how do I go about doing it?

As the computer is booting press your "F8 Key" repeatly which should bring up the "Windows Advanced Options Menu" . Use your arrow keys to move to "Safe Mode" and press your Enter key.
