is he like banned or sumthing

Pak cricketers like Shabbir  Ahmed, Abdul Razzaq, Rana Naved including Imran Nazir are banned due to their decision of playing in ICL tournament.

No cricketer playing for ICL will not be considered for selection in national team as ICL is not approved by BCCI and is considered as a rebel Body.  Since Imran Nazir is joined ICL (Indian Cricket League) he has not been selected by Pakistan Cricket Board in their national team.
