Apparently Stan Dunn said this, but in what context? The 'And' implies something before it, not merely a witty one-liner. Where is the rest of what he said?

The big thing is who is Stan Dunn? With the exception of this quote with no origin I could find cited there is nothing in google. he's a mystery and so is the context of the quote.

I believe the remark might have been meant to stand alone that he was just saying the world has gone crazy or everybody on earth is a little insane (nuts) and that is why it belongs in a nutshell.
