  1. you have to have Full citizenship of the country, usually around 2 - 4 years

I don't think the "Stand Down" rule exists anymore.  I remember Joeli Vidiri had to stand down beause he played for Fiji and then switched to the AB's but that is no longer possible anymore.  Once you play for a countries top team, or their "A" team, then you are bound to that nation for good.

    Every nation has race, citizenship or residency requirements to be eligible for their international teams but there is no way to represent more than one nation anymore.  Most countries can rush through Citizenship applications if a player has fallen short of their residency requirements though.

  3. If you are a senior international player, you can't play for any other country at international level. As for other players, they have to abide by the citizenship laws of that particular country. It comes down to either ancestry or length of stay in the adopted country.

  4. I think it is 2 years and they also have to have played for a club and also a province first.  And if they have represented another country previously, they can not represent another country.
