Standardbred Tattoo?

Question

My friend has a standard-bred and he has a tattoo in his upper lip and was wondering where could she find information about him, she was wanting to know where she could do a tattoo research on him? She can read some of the tattoo but not all are they any where she could research it? He is not branded on his neck its in his upper lip please help.
