Standing in alley parking violation?

Question

I just received a letter in the mail about a parking violation which I never knew about. I was never approached by an officer or given any type of documentation.

the ticket was on 6/27/08 and its now 7/27/08 and I Just got this in the mail. My due date is in a week....

They wanted 45 dollars because my car was ON in an alley I pulled off the freeway to talk on my cellphone. I pulled to the alley I was there about for 3 minutes. My car was running, I had my hazards flashing and I was never approached by anyone.

Im a college student working min wage and 45 dollars for a ticket for doing nothing is outrageous.

Can you guys give me any insight on any ways I can handle this?
