Star Wars 3 Questions?

When they call for order 66...and everything is crazy....anakin starts killing...well they moved the bad leaders...fish looking guys to this underground place with lava...for there safety....well there supposidly on teams with the dark side...so why does anakin go there and kill them....One of them said...all we want is peace...and anakin strikes him down.

Was those fish looking characters evil or just doing bad for the dark side to stay safe?

And why did anakin kill them when they was helping him

and why did they order to shut the droids off???

Well the emperor needs the separatists dead so he can end the clone wars and turn the rupublic into the empire but he can't do that when there is a war.
