Star level 4 on mysims wii? not enough houses?

I only have 4 house spaces left in mysims wii and way more guests coming in. How do I open up more property spaces for more guests? I'm on star level 4 does it open up more houses when I hit star level 5? and what happens when I hit level 5? does the game just end or something? thanks oh and what part of town do I find the music notes?

Star level 5 is the end of the game just fill up those 4 house spaces and start im proveing peoples houses.

just build the 4 houses and keep building things for people, im only on level 3
