go online and do some research about that. I do believe that there might be some state regulations regarding selling insurance so you might need to get an insurance license before you begin.

Since it is your cemetary you might be able to sell the plots to someone in a private sale minus the casket and the service but an attorney would better be able to help you and keep you out of jail.
