Start up. my computer was suddenly turned off and when I went back to start it up again it will go

my computer was suddenly turned off and when I went back to start it up again it will go to the screen that ask you to restore to latest good start up or go to safe mode...problem is that when you do one or the other the computer just restarts and does the same thing again. I do not have any back ups (stupid) and I kinda would like to at least get some of the data before I have to do a full restore
