Starting a magazine?

I would like to start a magazine. Do i start it online first to see if people like it then turn it into a magazine or vise versa. I have about 10,000 dollars and want to do a magazine that tailors to young adults between the ages of 21 to 35. Are magazines a big business these days or am I doomed before I start. Also where is the best place to start if I want to make my magazine work.
