State Defense Forces under control of Governor or FEMA?

One state website says they are subject to call to "state active duty" by the governor, but I've also heard they are under the control of FEMA.

  1. State Defense Forces are under the control of the Governor when it comes to state matters.  The President can call upon state forces, however, when it comes to national matters (i.e. when the U.S. is involved in a war with a separate nation).


  2. The commander of the guard is the Governor unless they are federalized in which case they report through the Department of Defense to the President.
