Well, all of them have a version of Medicaid.  Some of them also have a high risk health insurance pool.  Just do a yahoo search, for each state, and high risk health insurance pool.

All states have them. Medicaid (in CA it's Medi-Cal) is the program you are referring to. Most have many other types of programs based on specific needs and income levels. (e.g. pregnant women, aged, disabled, medically needy and those in higher incomes that need insurance for children.)

Massachusetts has a mandatory health plan program.  Last report I saw was the cost was triple the estimate. Young people were attempting not to pay up.  It has been about a year. Just have to watch and see how it fares.
