is this a medical/ medicare insurance card?

if so, how can i find a pediatrician online that is a participating physician?

Your county and/or your state has a list of doctors who participate.  

Contact the county first, as this is probably a local call.

Once there, ask for the website address.

With luck, however, you can do an search for the name of your county and the name of your state.  Once you have the site, do a search within the site for such a listing.

If this fails, contact the county health department or the medical association for your community.
