State of Emergency laws question?

Are laws still enforced during a state of emergency situation? For example, a major volcano errupts within miles of a city, with no warning. People react accordingly, and break speed limit laws, commit hit and runs to get to safety, hijack parked cars with no one in them, etc etc. The same can be said for any type of disaster, such as tsunamis, etc.

What type of laws are still enforced during these state of emergencies?

It's not like the police or fire/rescue are going to be sticking around to conduct traffic

  1. It's called Marshall Law.  As in the old west.  Shoot on sight any ciminal.
