State or Federal, is it legal to charge for tap water?

Some might state yes because they (the restaurant) has to pay for it but I think it would be a minimal cost and along the same lines as say, the air conditioning, which should be there for the customers.

  3. Some places charge for the "cup".  If you're ordering tap water you aren't ordering a drink that they can charge you for so some businesses are trying to make up the $$$ they are losing when cheapies just order water.

It is not illegal to charge for anything you are willing to pay for in a restaurant.  All are cost factors and perhaps by charging a minimal fee for water the owners are keeping overhead cost at a minimum.  For a glass of water you have to not only have the cost of the water, but ice and a glass and that glass has to washed.

  5. It's not illegal to charge for tap water.  In some areas during droughts, many will charge.  Most of the time, it's free, but some are out to make a buck on anything.

    Just avoid that restaurant from now on.

    but times have changed ethics are a thing of the past why give it away when you can sell it
