Question:

State or military???

Is the state responsible for dictating terms during a total war

or a similar situation or is it the military that must take over the state matter?

i just want to no :)

  1. In the past, (civil war for example) the local government still function as long as it does not impede on the actions of the military.


  2. Total war does not exist.  The phrase itself is an absurdity developed by Von Clausewitz in his thesis "On War."  Total war existed when the state and citizenry had lost their collective minds and began to fight simply to fight (rather than to serve a higher purpose).  

    So in that sense, no one is in control during a period of Total War because the position is entirely futile and irrational.

  3. When The Military declares Martial Law then it's the military that runs the Government.

  4. Once a military battlefield outcome has happened than the state dictates terms politically.

  5. The military is a part of the States foreign policy.  The military operates under the authority of the state.  The state is responsible.
