I dont think they get many benefits when a quarry is opened. But when it closes, the quarry will be relandscaped, and sometimes, they fill up the hole with water, to create a pool, which may attract people to the area to swim, and kayak, and fish etc...

Or, if the quarry is big enough, it can be redeveloped into a shopping centre or a tourist attraction.

Such as the Eden Project in the UK. It was on an old China Clay Quarry. Now it is the UK's premier tourist attraction.

Another example in the UK is, the Bluewater Shopping Centre. It used to be a gravel pit, now it is the biggest shopping centre in Europe.

Or, for less more developement.. You could create places where people can rock climb and abseil. etc

With the opening of a quarry, you suddenly have a bunch more job possibilities open to locals.

Also, the locals can buy what is quarried cheaper.
