Stepfather Adoption?

My friends stepfather wants to adopt her. She lives in Arizona. What rights would it give him if he adopted her.

My step father adopted me (I live in Canada), adoption gives him all legal rights to a child. Your friend would have a new birth certificate, it would be like he was always natural father. My last name is was my mother maiden name however when my father adopted it changed to his. Now in the eyes of the law I never had the last name of my mother, it was wiped from my records.
