  1. I would recommend a combination of the first two answers you got.  To make sure that you don't leave out any steps, go through the steps yourself making sure to write down each thing that you do.  Then develop a story board or a collage of pictures of the steps.

What I did with my son, was I had him do the steps for what he needed to do do get himself ready in the mornings (wash face, brush teeth, comb hair etc.).  As he did them, I took digital pictures of him doing the task.  Then I printed them off and laminated them and posted them above the bathroom sink.

  2. Make pictures  of the actions:

    Go to the kitchen

    Put basket in drain

Turn water on... and so on

depending on the development you may only need pictures for putting water and dish soap in the sink, actually washing the dish, rinsing the dish, drying the dish and putting it away.

  3. Go to the kitchen sink with a pencil and paper and write down exactly what you are doing when you wash dishes, from turning on the water, (what temp.) adding dish soap (how much) filling the sink with water (how full) to washing dishes (with what and how it is done)
