new to stick shifts

If you started the car on a downhill and the car was rolling should i drive it like normal. put it into first and go or can i put into 2nd if it goes over 15mph.

and

when your slowing down and it reaches 0mph but your still rolling can i put it into first and go. or do i have to do it like when your first going.

1) Yes, depending on the steepness of the hill, 2nd gear is acceptable, but bring the clutch up to give traction and more control to vehicle.

2) As a general rule, under walking pace 1st can be selected in preparation to proceed. However, sensitivity is required in the selection of 1st. Don't 'throw it into 1st" or force the stick either as this can be detrimental to the gearbox.

Be aware however that different vehicles perform differently.

Also, in snow, 2nd gear may be a better selection as there is less tendency for the wheels to spin.

You can definitely put it in second if you are moving downhill.  You start out in first gear only because it is less of a strain on the car, if you already have enough established speed you can start out in 2nd gear.  

part II

You can start in first but just be careful if you are already in motion.  It is difficult to get first just right when you are already in motion. If you are going around 10 miles per hour, you should be able to just throw it in second but if you are going so slow that you are showing zero miles per hour then throwing it into first should be no problem.

best for both scenarios would be 2nd gear. Just learn to synchronise the clutch and accelerator to avoid stalling.

Think of this:  1st gear 0 to 10 mph:  2nd gear 10 to 20 mph:  3rd gear 20 to 30 mph:  4th gear 30 to 40 mph:  5th gear 40 mph +.  If you're going down hill, put it nuetral and follow according to what is stated.  If you're still rolling and the speedometer says 0mph put it in first and go.  You can even start in second gear.
