Still having problems with computer

Question

I am unable to access the web with this device because of no 'IP Address'. My IP (Verizon) believes that the problem lies in the RealTek RTL8139/810k Ethernet driver. In the 'Device Manager' I uninstalled it with the intention of reinstalling it but thought that it was the driver I was dealing with. Now I don't know how to reinstall it.

I also have lost my ability to open MS Outlook 2003 on my laptop due to error 'Missing Extend.dat'.
