  1. is this your first or second letter about the rebate?

when you say you "owe", you mean that you didn't send a check in with your return?  if so, the IRS usually deducts what is owed, and sends you the remainder, if any.

  2. Did you read the entire letter?  On the back there may be some verbage telling you that if you owe it will be offset to satisfy the debt.  When you do get your check they will withhold what you owe to apply it to your account.  If it's more than you are getting in your rebate, you won't get a check at all.  They will send a letter stating that it has been applied to your account.

  3. If you still owe $800, you will get a letter saying the stimulus was applied to the amount owed.  Only if there is money left over would you get a check.

  4. The letter is mailed out to anyone who meets the the qualifications for a stimulus payment.  If it's taken for back taxes, and it most likely will be, you'll get another letter telling you that they took it.

  5. Yes, you will get a stimulus check.  It isn't a rebate.  You still owe the $800 to the IRS.  The stimulus check is completely different.
