Stnad by button doesnt work?

It wont work.I went to my power setting and it says stuff about minutes.like this.....Turn off monitor________minutesTurn off hard drives________minutesI have a Crystal Clear Xp 2007.Its a Home DESKTOP.What minutes do i put to enable the Stand-by-button?
