  1. Interesting question!

The Declaration was the first document in international environmental law to explicitly recognize the right to a healthy environment. It proclaimed that we can achieve for ourselves and our posterity a better life in an environment more in keeping with human needs and hopes. The term environment, as used in the Declaration, included social and economic considerations, freedom, as well as conservation and care for natural resources that many of us today think of as "environmental" concerns.

Within the Declarations 26 principles, you will find the convictions of the U.N. Conference, and their hope to improve the human environment through the elimination of oppression, stopping pollution, the safeguarding of ecosystems and natural resources, the protection of wildlife and habitat, the thoughtful use of renewable resources, and more.

What I liked about the Stockholm Declaration on the Human Environment was that it assigned responsibility to everyone...citizens, governments, institutions, and enterprises. Nice thought.

  2. The Stockhom Declaration doesn't explicitly state what they mean by environment, but here is a quote from the document thatseems to be their broad definition of it. And a link to the actual document itself.

Environment is that which gives him physical sustenance and affords him the opportunity for intellectual, moral, social and spiritual growth
