Stolen green card. How long does it normal take for a replacement?

My dad's green card was stolen when he was abroad. He had a meeting yesterday with Homeland Security, and they told him it would take a year to process before he could get another one. Is that normal? My mom (his wife) and I are US citizens.

  1. That seems not right.  Getting a security clearance can take a year before the process of background checks and back logged cases make their way through the system.  A replacement card should take just a short time to get the certificate or documents re-issued.
