Storm shelter out of culvert?

anybody know how you would use a culvert as a storm shelter? we would bury it in the ground. what would we use for the ends and how would you get in it? SERIOUS ANSWERS ONLY

I'm not saying it's a great idea, but you would weld circular caps on both ends, then install an escape hatch (think of a submarine) near the middle, with a hinged door on top at or near ground level.  Use bent rebar welded to the sides for steps  I can't tell you what to use for the caps, as you did not specify diameter.
