  1. if you do not have an external factors  you wont need a strategy for countering those factors   so i would say yes .. Good luck


  2. Any person/entity/ organization/ country/ political party needs a stratergy to protect itself and grow by counter acting external factors to itself/himself.

    Example you need to formulate a strategy to counter the external factors like effect of films/tv/story books on your studies and marks in the exam. In other words you need to counter these external factors (films,tv, etc.) by forming strict study hours (which is a strategy).

       You dont need a stratergy to say , concentrate on your study since it is internal to you and under your control.

      Countries need to have oil stratergies since they do not have control on crude oil supplies( that are external factors).

      Political parties need to counter their political rivals(external factors of party) through political stratergies.

      Maruti car company needs a stratergy to counter an external factor like Tata's Indica car to have good profit margins.

      And so on & so forth....
