Streaming quotes problem: why?

I used to have no problem with streaming quotes. In the past few weeks they have only worked sporadically. I have to keep refreshing until I finally get streaming. Once streaming, they seem to be fine. Also, I occasionally get Internet Explorer error message when I try to open pages with streaming quotes ("Internet Explorer can't open ...." I'm using Windows XP with Service Pack 3. Thanks!

p.s. I made no major changes to operating system, or virus/spam program that would have caused the problem.
