The driver is responsible for the vehicle unless the owners insurance will pay for it, otherwise the drivers is in a world of hurt.....

I believe he's another joy-rider...

Perhaps he'll then steal another car and perhaps even plunge the vehicle of the cliff.

Then steal another, light the car on fire and just crash the car into a fireworks factory.

That'll be more than just... COOL...
