Stuck on a level in super mario sunshine?

I'm in Pianta Village level three and i'm stuck at the part where you are hanging and u reach the veritcal panel and u suppose to use B to hit it to make it move.I have hit b but it only sending me flying down. I reached to the bar but cannot jump onto it. help

I think you are supposed to keep Mario in one spot for atleast 5 seconds then jump up in one spot.

Actually, you are supposed to hang onto the gate to make it move. To get onto the gate to make it move, just hang on the bars and then press up at the gate. And you need to press B.
