Student Visa to Japan from S. Korea?

Question

I have a US Passport and am traveling to Japan, however I'll be traveling there on a tourist visa first, and then later I'll be getting my certificate to apply for a student visa later. Obviously I can't do this in Japan, I know, but I was wondering, if I flew to S. Korea, could I do it there at the US consulate? Or would I have to fly all the way back to the US (the non-desirable option)?

this may take some time? so start your application from the US,so you will have all the necessary documentation near you,

it all depends how long you will be in Japan, best to do ahead to time.....and in the US;
