Student visa help???!!!!!!!!?

uhmm, i was just wondering if my friend can get a student visa if she applies in the Open University? she's in philippines which does not have an Open University "branch" or something... and if she can get a student visa if registered to Open U, what are the necessary things she needs?? please help...
