  1. Well, you'd need a visa to come live and work in Europe if you are not a European citizen. What are you planning to study? It will need to be an in-demand skill. You can't just show up and apply for a job, any more than a European citizen can in the US.

As far as studying in one and working in the other goes, it would depend on the type of qualification. I mean, if it's computer programming, that's the same the world over. But if it's law, then that's different in different countries and you will need a qualification from the relevant country. (Though it won't take you as long to get it as if you were starting from scratch).

You also need to be aware that "Europe" is a huge place. What languages do you speak? Unless you are planning to come to the UK or Ireland, studying for your degree in Europe may well involve working in a language that is not English. That's extremely tough unless you are bilingual - even if you are fluent.

  2. Option A ... Enroll in a U.S. university, but do some very extensive studying abroad and interning abroad in Europe. That way you would have a degree from a U.S. university but with European experience, so that you would be qualified to get a job on either continent.

Option B ... Get your degree at a U.S. university in Europe. Again, you would have a U.S. degree but with great European experience. If your mom allows this, I'd go this route if I were you. Here are some options:
