As an international student, you will most likely pay a lot more than that. For a fulltime course of study, you may not find anything below NZ$ 20.000 per annum, I'm afraid.

But if you are a permanent resident of New Zealand or Australia, or even a citizen of either one, you will find that NZ$ 7-8.000 per year are actually exactly what tertiary studies here normally cost.
