They could just be coded message: door to door sales people, flyers distributors, preachers of various faiths, fund raisers but also people doing marketing surveys, and thieves often use stickers or markers sign to show what building or apartment they have already checked or "done" to avoid repetitions to the next colleague arriving.

It is quite common, and there are no subliminal messages. Just an hidden message, not directed to you (even if it can be related to you).
