Dude..I will not suggest Nokia models, they are good in photo quality, but when it comes to music, it lacks. Where-as Sony models are excellent in Photo Quality and music. Below are some options (within your budget):

hey if you are looking for the both like music and picture then go for Sony k790 or k810. I am using Sony K810 where i can enjoy to listen the music and as well as excellent picture quality. this cost you around 12000+. I bought this phone at 13500 before 6 months. I think now it comes for 12000+. Or else you can search and compare your mobiles in WWW.UNIVERCELL.IN In this website you can see lots of phones and you can compare the phones with another phones also.
