Suggestions for a city government class?

Question

I am going to be teaching a city government class to 12 to 14 tear old home-schoolers. The class will be part of a co-op.

I Have already decided that since the older kids never get to do anything artsy or fun like that, that we will be making a model of a town, and elect officials,zone it, build tiny houses, businesses, etc. Kind of like a giant Simcity, but hands on, and a lot of fun.

The town will be based about on the size of a Hot-Wheels, or Matchbox car.

Anyhow, I was looking for a list of city administrators, and such. I know that we will need a mayor, town council, and treasurer. But I am having a mind-f**t, and cant seem to find what I am looking for.

Any links, ideas, or lists of city administrators would be great.
